Highway to Hell; The inconvenience of the Philippine public transportation system

For the past 11 months, I have been commuting to and from Adamson University all the way to Las Piñas City, and my experience has been inconsistently lacklustre.
Often I gauge the amount of time it takes to travel from my home to Adamson correctly, but other times it is an unpredictable obstacle. Going from a one hour ride one day and then a two-and-half hour ride the next because of the amount of construction being done on the streets. It can really be exhausting; especially having to stand for most of the ride.
So is it fair to say that the Philippine public transportation system cannot be improved to maintain consistency? or should the commuters of the Philippines just suck it up and deal with it?
The answer is: yes, of course it can be improved. President Marcos has vowed to invest more into the transportation system and countries like Norway are assisting the Department of Transportation to help us improve. But will it improve?
Eventually something has to budge in the heads of the officials responsible for change in the public transportation sector. Building another highway is not going to decrease traffic, only inconvenience the PH commuters even more.
